Two mounting approaches
1) Deck-mounted railing. If your above-ground pool has a surrounding deck, the railing of the deck can serve as part of the pool enclosure. Required: deck rail at minimum 1.2 m (Quebec, Ontario) or 1.5 m (BC, most municipalities) above pool walk-around surface; baluster spacing ≤100 mm; no horizontal climbable members; gate at the deck access stairs that is self-closing and self-latching. 2) Ground-mounted fence around the pool footprint. If the pool sits directly on ground or on a small step-up, install a perimeter fence around the pool (typically 1.5-2.5 m offset from pool wall to avoid drowning grab-points). Same 1.2-1.5 m height, ≤100 mm spacing, self-closing gates. Aluminum picket, vinyl picket, or glass-with-aluminum-posts all comply.
Pool wall as part of enclosure
Some municipalities allow the pool wall itself to count as part of the enclosure provided: the ladder or steps are removable and locked when not in use, the wall is at least 1.2 m above the surrounding grade, and there are no fixed climb-aids (chairs, planters, deck boxes) within 1 m of the wall. Quebec's 2025 update specifically tightened this — many municipalities now require a separate fence around the pool footprint regardless of wall height. Check your municipality before assuming the pool wall qualifies.
Soft-sided and inflatable pools
Inflatable and soft-sided pools over 60 cm depth typically need enclosure too — the trigger is depth, not pool construction type. A 76 cm (30-inch) inflatable family pool with no enclosure violates Quebec, Ontario, and most provincial regulations even though it's seasonal. Empty the pool below 60 cm depth when unattended, or fence it.
Permit and inspection
Municipal permits typically required: pool building permit ($100-300) plus pool enclosure / fence permit ($50-200) plus final inspection before pool can be legally filled.
